Overview

This is a gold-tone enamel lapel or tie tac featuring the classic 'Call Before You Dig' safety campaign logo, issued during an international public works conference in Denver in 1980. The back bears a custom engraved plaque noting the delegation from the 'Dig Center of TTA, Republic of China, Denver 1980'. It comes complete with a traditional chain and buttonhole guard.

Story

Before the nationwide 811 hotline was created in 2007, local utility safety programs were pioneered by the APWA in the 1970s. This pin commemorates an international exchange where representatives from Taiwan visited Denver in 1980 to study American underground utility damage prevention.

Maker / Origin

The Utility Location Coordination Council (ULCC) was formed under the American Public Works Association (APWA) in the mid-1970s to prevent disastrous accidental severances of gas, electric, and telecom lines. They spearheaded the 'Call Before You Dig' movement that eventually evolved into today's mandatory 811 systems across North America.

Condition & Value

Very good vintage condition overall. Shows minor surface tarnishing and light edge wear consistent with age, but the enamel is fully intact and the back plaque lettering remains sharp. Condition is typical for vintage trade memorabilia.

Market Analysis

Comparable demand stays strongest where maker, originality, and venue confidence line up. Broader examples still trade, but the range tightens quickly when provenance, condition, or selling lane fit is missing.

Value Drivers

  • Strong maker attribution with credible period details
  • Better-than-average condition for the category
  • Broader demand rises when presentation and finish feel intact

Concerns

  • Decorative-only demand limits the ceiling
  • Surface wear or missing provenance can compress the range fast
  • Regional sale lanes often underperform specialist venues
